next few decades, in the context of developments in technology and other key drivers of
change. Section 2 sketches these out. Section 3 summarises their implications in terms of
changing employment patterns and other aspects of work, including likely future
developments. The overall aim is to establish a long-term vision for education in the 21st
century. Some tentative conclusions about the possible implications for education are set
out in Section 4. The aim of the paper however is not so much to provide answers but to
elaborate on the questions and to identify a rationale and strategy for how they could be
addressed in a programme of desk based research, events and other information gathering
